Chess quiz: Can you guess the players?

Hello Everyone,

Sunday should feel good with a chess puzzle. But a regular chess puzzle won't do today. So, here's a nice little game from a 'historical' tournament!

And, the quiz is simple. Can you guess the players? And, when was this game played?

Hint: Both have at least one 'V' in their names! (Teasing smile).

21...Qxd8+, and everything gets traded into a losing endgame. Just look at White's central pawns. Black shouldn't have traded the big guns like that. Looks like 21...Qd8 could have held the draw, or earlier with 20...Qf2+. Why didn't he play it? Visualization maybe. It looks like Black is in trouble after, 21. Kh1 Rf6 22. Qa4+ Nc6 23. Nxc6 bxc6 and now 24. Qxa7+. Is it hard to see that 24...Qxa7 would defend from this? I just don't understand it.
